activity. delays in place on southbound 95. there have the down towards havre de grace. that is the latest on traffic pulse 11. back to you. >> thank you. >> amtrak wants to shorten your trip every day. >> kim dacey is live to explain. good morning. >> good morning. officials are looking at whether these high-speed trains would entice more commuters and close the gap between plane and train travel. amtrak is launching high-speed trials in the northeast to expedite service. they say the goal is to raise speed from the current 130 miles an hour to 220 over the next decade, cutting current travel times in half. they think by cutting travel time, more people might choose trains over airlines to avoid

airport security, and more commuters to d.c. would save time by not sitting in traffic. an economist believes the project would entice more baltimoreans to commute to d.c. to earn more money, and that's not all. >> we're the smallest major city on the east coast, and we're also the cheapest major city on the east coast. and so by tying us more forcefully in with markets like new york and washington, d.c., philadelphia, and boston, it creates a lot of economic opportunity for business expansion in the baltimore metropolitan area. >> amtrak estimates the overhaul would cost about $9 billion a year over 10 years, including funding from the federal government. kim dacey, wbal-tv 11 news. >> thank you. the acting police commissioner is taking an indefinite medical leave of absence as the city council signs off on the new police commissioner. he will take over on thursday.

a former los angeles gang member in prison is a free man this morning. john smith walked that of prison on monday after an alleged witness to the crime recanted his story. smith said he was said is grandmother is house at the time. some scary moments for a driver in brazil as he found himself dangling over the side of a bridge. he crashed through the guard rail. he was rescued and pulled to safety. scary. >> baltimoreans are paying some of the lowest atm rates in the country. jane king has the bloomberg business report.
